  Went to JCPenney Portraits the Saturday before Easter for toddler photos with the Easter Bunny.The staff and bunny were very nice, and the pictures seemed great—but unfortunately, they were never saved. Instead of being honest, they had me wait around trying to “fix it,” and I spent the next week getting the runaround with no clear answers. I was eventually told the photos were likely gone and nothing could be done. Mistakes happen, but the lack of transparency and communication was frustrating. I’d recommend going to a professional photo studio instead.

  This store on Union Street in Waterbury, Connecticut Store #2679 is Managed by the most incompetent and unprofessional person by the name of Bruce Butler. He is nasty and unprofessional and should not be in a management position. In addition he should not be working with the public.He is pompous and his appearance is unruly. I purchased an expensive piece of jewelry from the store on Union Street in Waterbury, CT. The bracelet was defective and needed to be returned for repair twice. Finally, I requested something they call a "buy out". At the time of purchase I DID have a J.C. Penny credit card but closed it because they were charging me for a paper statement. When I called the customer service line to request assistance with how to go paperless the woman who i spoke to was of no help at all. So, I decided to close the account. A month later I was Christmas shopping and saw some items I wanted to purchase. I requested a new credit card. Having an excellent credit rating...I was denied. The first time in my life I was ever denied credit. To conlude a long ongoing and extremely stressful experience, when the "buy out" finally arrived at the store (which is actually a store credit) I was entitled to a cash refund. How do I know this? I called the District office and they told me so and secondly before closing out the credit card I paid the balance of $765.72 in full. BRUCE BUTLER the so-called manager refused to give me my money back. So now I was stuck buying another piece of jewelry from J.C.Penny that uses unfair and deceptive prices. Desperate for money and to keep numbers up from a "failing store" he chose to disrespect a very good customer and go against Corporates decision. I also read it on a document that was left on the register buy another "so-called manager" by the name of Essie who walks around like she owns the store. The only reason i used the store credit at the Waterbury Store is because of a lovely woman that works at the Jewelry counter by the name of Roseann. She is pleasant and extremely knowledgeable. I hope J.C. Penny appreciates her as much as i do. My intention is to call Corporate and let them know what is truly going on in that particular store. The store is a GHOST TOWN. No one is ever in the store and you have a lazy, unprofessional person managing it. Because if him, they lost a very good customer. I am sure you lost many others because of his nasty demeanor. People save your money and go elsewhere where the prices are not deceptive. I will be contacting Marc Rosen the Chief Executive Officer of J.C. Penny to inform him of what transpired at his Waterbury, Connecticut location and his so-called Manager Bruce Butler who should be on the unemployment line

  For as rundown, as the mall is, this store is still somehow hanging on! The staff do an excellent job at keeping the place clean, keeping the riffraff out, keeping up with their sales and overall just being kind and polite to the customers. I frequently walk through here to get to the massage place that’s located within the mall. And I cannot help but stop and look through the clearance section, and usually buy something! 🥰 I’m not really wanting to shop full price items, I tend to wait for things to go on sale or clearance and their clearance section is wonderful! If you need school clothes, they tend to have a wide variety, including uniforms that are appropriate for the Waterbury school system! My husband also purchased my wedding ring set from JCPenney, thankfully, we opted for the lifetime warranty. As we have had an ongoing situation with one of the diamonds repeatedly falling out, thankfully, JCPenney honors their warranty, fixes it and send it back in a timely manner! I really enjoy shopping at the store!

  Very fair prices. Modern clothing. My only issue is that there is not a large selection of men's clothes.
