Current resident living here for more than a decade and today hit a new low. I got a notice for a dead plant on my porch yet I see neighbors with porches full of bags of cans/trash/rubbish across the way on the third floor 4 different units. And if I don’t remove my one dead plant I will be charged a fee $50 for unacceptable patio items. Also my water usage went from $25 a month to $137 and I was told it’s because the community used 5x more last month so I have to pay my share… I will be moving this year.
Location wise, this is a pretty good place to live but there are a few issues, some that can be addressed, and some that are outside of the properties control. The first issue outside of the properties control is the massive amount of traffic and bottleneck at 117th and 119th; there is a line of cars from 117th all the way to this community on weekdays due to the large amount of people turning toward Battleground, and the ridiculously short light cycle on 119th. The bottleneck at 99th to the south is just as bad, so something to consider before moving here. The community management is where the real problems begin. They need to get a courtesy patrol in place that can be called when people park in your space, and for reporting dumpster divers, both which are becoming a consistent problem. They will contact the resident if they have a sticker, but 9/10 times it is a guest, and they will tag but will not tow a vehicle for 24 hours which is completely useless. So anyone can park in your space with no consequence for a full day; this means the next time someone parks in your space, just steal someone else's closest to yours, right? Maintenance is also very, very slow and it takes weeks to get the smallest issue resolved, and that is unacceptable considering other places I have lived resolved issues within a day or two, including the time to respond to the ticket. For some reason Rock Creek has a lot more inspections and notice of entries than anywhere I have ever lived; bi-annual inspections, and other inspections I can't remember. Sorry, but you don't need to enter someone's home several times a year to make sure everything is working when your maintenance team can't fix anything in a timely manner. Not a bad place to live, but needs overnight courtesy patrol, better service, and get rid of common area electric charges on our utilities; that is the owners responsibility, not ours. Rent increases have brought the price to near duplex levels, and if you have a partner/spouse that works full time, you can rent a house. Apartment life is not worth it anymore.

The cost for the apartment nowhere near matches the quality, they are not worth the price at all. We had electrical issues and still do, our computers are not able to connect to any of the regular wall outlets in the apartment, and we had to use extension cables from the higher capacity outlets. This was caused by poor circuitry and a low quality fuse box, as we measured our devices and neither combined nor together on the same outlet did they output enough to trip the breakers. However even one will trip one of the regular breaker plugs every time, not even both computers are needed. I work from home and this has been a massive inconvenience the entire time, and we were told it was not fixable, nor were we given options to improve the breaker or break the lease due to the apartment not providing our needs.
We got told this is just how it is, and that it is our machines faults, even though we have readings and tests to prove otherwise (as well as trying our machines out on other outlets/breakers of the same exact capacity, there are truly electrical problems), which we tried to tell them. I would consider this issue to be a case of not properly providing the needs of the tenant.
The grounds are messy an unkempt. There were 2 cars (not ours) that lit on fire in the parking lot and they burned all the way out, and it took well over a month to finally clean the spots the cars were in at that time. There was debris for at least a month. The outside smells muddy, dirty, and is not cleaned on a regular basis at all.
There is virtually no soundproofing, you can hear everything from outside and a lot of noise from your neighbors.
There is regularly piled up bird poop on the stairs, that has only been cleaned by the staff here one time in our entire time leasing.
Avoid this apartment.

We really enjoyed our apartment here at Rock Creek - it was updated, spacious for a 1 bedroom, had AC... however the management is absolutely horrible. When we moved in, it was a different story. They were kind and welcoming, made us feel like we belonged and were apart of the community. We were told to expect a pool by the end of the first summer we lived there, but it never happened until we left. Management changed and so did the vibe. We couldn’t wait to get out. Parking is absolutely horrid, and there isn’t NOT additional street parking anymore. The condos next door are being completed and the streets all have No Parking signs on them. We had troubles with management when moving out, and despite our efforts to discuss these troubles with upper management we were ignored and treated very poorly. I am shocked that they think it’s okay to treat paying residents the way we were treated.
