I lived at The Heights (under Targa) for nearly two years and it was a positive experience. The location is VERY central to every type of shopping you'll need and to the fair grounds.
The apartments themselves are a little older in style, but they did a good job with making updates to the apartments that make them feel more modern, like vinyl flooring and new appliances throughout (although I couldn't get my dishwasher to work because of the way it was installed- but I didn't need it.) If you're looking for space... you will definitely find it here. My 1b1bth was VERY spacious and had ample storage and a great fireplace that really kept it cozy and warm in the winter months! My building was very quiet and my neighbors and I got along well. I never had to deal with loud music or inconsiderate behavior (except 1 tenant that moved in toward the end of my stay who smoked all the time and constantly set off the fire alarm). My apartment did face the back side of the property which faces the freeway, so that was quite noisy (whenever I opened my window or slider). Maintenance requests were taken care of in a reasonable amount of time (I think the maintenance team was small) and once something was fixed, it wasn't a problem again.
The grounds were not perfect, I had a lot of spiders outside my door that no matter how much I sprayed, or took down cobwebs, they kept coming back and there were large, unattractive stains at my front door that were never taken out. They could definitely use a power wash on the balconies and at some doorways, but other than that, the grounds were maintained pretty well. Parking was never a problem, you can always find spaces close to your apartment and if you want to, you can rent covered parking or even a garage, but you can survive without them. Overall, I enjoyed my stay there. If you mind your business and appreciate things that matter like having friendly neighbors, lots of space/storage and peace and quiet, then you should enjoy your stay.
