My experience at Cardinal Forest in Henrico, VA has been extremely frustrating and disappointing. The management team is consistently unresponsive and very difficult to reach. I have gone to the leasing office several times during posted business hours and found no one there. Phone calls frequently go unanswered, and messages are not returned. It feels nearly impossible to communicate with management when there is a serious issue that needs attention.
I submitted a maintenance request for my dishwasher four months ago. It took two full months for maintenance to come out the first time. When they finally arrived, they told me they needed to order a part. After waiting another month with no update and no repair, I submitted a second maintenance request. About a week later, a different technician came and said they would either order the necessary part or replace the dishwasher entirely. Four months have now passed since the original request, and the dishwasher is still not fixed or replaced. There has been no clear communication and no resolution—only repeated promises without action.
In addition, the refrigerators in the apartments do not produce ice. Maintenance informed me that the units were not installed with a water connection for the ice makers, and that this applies to all apartments. This is something that should be clearly disclosed to residents before move-in.
There is also a persistent roach problem. Roaches frequently come out from behind the stove and cooking area, which is both unsanitary and disturbing. It appears they may be entering through gaps around the gas pipe installation that connects multiple units, raising serious concerns about how well the issue is being addressed.
Overall, this has been a very negative experience. The lack of responsiveness, unresolved maintenance issues, and ongoing pest concerns make this a place I cannot recommend to others.
Update: I’m updating my review to 3 stars because maintenance finally came and replaced the dishwasher. The issue took a long time to resolve and required multiple maintenance requests, which was frustrating. However, I appreciate that the problem was eventually fixed. I hope management improves response times so other residents don’t have to wait this long for repairs.

There is no perfect apartment community...but when issues arose, Malik and Jacob and Brisly were so helpful on the maintenance front. They were so kind, funny, and amazingly quick to fix anything.
We moved into these apartments in June of 2025 and everything started off perfectly fine. However These apartments are poorly maintained and management is extremely negligent. Huge roaches were seen throughout the apartment, and when we reported it, it took DAYS for anyone to respond. No urgency, no concern—just excuses. As winter came, the walls started cracking more and more, making it very clear how cheaply these buildings are constructed.
At one point, water burst through our ceiling. This was NOT treated as an emergency. It took them two full weeks just to START fixing the damage. Shortly after that, our toilets exploded, and we were left waiting three days for repairs. We later found mold underneath the carpet, which is a serious health hazard and should never exist in a livable apartment.
Every time it rained or snowed, water seeped up through the floors. The apartment constantly felt damp, unsafe, and unlivable. Our washer broke and, once again, it took DAYS to fix—this is a recurring pattern with their maintenance team.
The absolute worst experience was during our eviction process. Our court date was rescheduled and we were never notified. We only found out AFTER the rescheduled court date had already passed, which caused panic and unnecessary stress. This level of incompetence is unacceptable and irresponsible.
While yes SOME utilities are included (water and heat). You still have to pay for WiFi, electricity, and satellite! They’ve raise the rent to $2,100 and that’s just outrageous! If I was you I’d stay FAR away from here!

Overall we’ve had a good experience living here and we love the layout of the apartment. There’s always room to improve, but Ms Robyn and the Maintenance Team have been very kind & helpful to us.
