  I moved to Frederick a few years ago, and wanted to share experiences with Michelle Pearre, who keeps everything organized and well informs the Westview Community! From getting set-up as a new member of our community, to booking an event with the Club House ~ Michelle is always helpful, with a kind attitude, and very efficient with the way she keeps everyone informed through communication via the Community App. Well Done Michelle!!

  Purchased a home 8/11/26 and am still waiting for trash cans. After weeks of no response for the property manager via email or phone and multiple calls to customer service, I'm allegedly receiving them 10/1... it took contacting executive management. I'm completely unimpressed and would not recommend to anyone. It honestly makes me regret buying my home. Update 10/1: no trash cans I would like an explanation of what I am paying $160/mo for

  Legum & Norman is unresponsive to addressing the needs of its community members over multiple years, especially when L&N has created the issues. Would definitely recommend considering other property management firms

  Our community was managed by Legum & Norman from 2019 through August 2026. I purchased my K. Hovnanian home in December 2020 and am sharing my personal experience based on nearly 6 years as a homeowner and Board President in Townes at County Center. Unfortunately, my experience with Legum & Norman was not positive. During my time on the Board, I personally witnessed and/or participated in discussions involving numerous financial, administrative, and operational concerns. These included: • Significant amounts of money being written off without notification, explanation, or Board approval. We discovered thousands of dollars in write-offs through our own review of the financial records. • Charges for services and items that we could not reconcile to our management agreement, including fees for 1099s, office supplies, account creation, and other miscellaneous transactions that their management had a difficult time explaining. • Difficulty identifying homeowner capital contributions and tracing assessment payments. • Homeowners being charged late fees when they were not late. • Serious problems tracking and segregating reserve funds. Management made repeated errors and ultimately could not provide the auditor with a definitive amount for the Association’s reserve funds. I recommend that HOAs use an auditor who is truly independent of the management company. • Vendor payment concerns, including vendors being overpaid and vendors being prepaid before work was started or completed. • Repeated delays and lack of responsiveness when the Board requested financial reports, explanations, and supporting documentation. We were frequently told someone would research an issue and follow up, only to have to follow up weeks or months later. In some cases, we never received a satisfactory response. • The county bond release was one of the most concerning issues. Legum & Norman signed off on the release of the county bond with the builder without notifying the Board, even though a Board had already been in place. After years of asking management about the bond, we contacted Prince William County in 2025 and learned that the Association had been released from the bond in late 2022 and that Legum & Norman had signed off without notifying the Board. We now face a six-figure maintenance bill for two failing retaining walls and cracked sidewalks that existed before the bond release. In my view, this significantly reduced our ability to hold the developer accountable. These concerns were not isolated. The Board made repeated attempts over months and years to resolve them with management. A recurring frustration was being told that issues would be investigated or that someone would follow up, only for those follow-ups not to occur. In my opinion, the communication, accountability, responsiveness, and financial oversight were not at the level I would expect from a professional HOA management company. I was also frustrated by the apparent unwillingness to acknowledge and correct mistakes when they occurred. I strongly encourage any HOA Board considering Legum & Norman to conduct thorough due diligence. Speak with current and former clients, carefully review the management agreement, and ask specifically how the company handles financial reconciliation, vendor payments, collections, reserve funds, and requests for documentation. If you hire them, carefully review every financial statement, invoice, fee, and transaction. Do not assume charges are correct simply because they appear on a statement. Thankfully, Townes at County Center transitioned to a new management company on September 1, 2026. I hope this change brings the transparency, accountability, responsiveness, and financial oversight our community has been seeking.

  This has been an extremely frustrating and disappointing experience with this management company. Since the previous account representative left, four of my checks have allegedly been misplaced or mishandled by Kelli Lancoini even though I had no prior issues making payments. She sent an email saying she would provide an update and it has been a whole year and still nothing. After the company failed to properly process my payments, I was instructed to send future payments directly to the their law firm. I am still waiting for a clear, itemized statement showing exactly what I supposedly owe. Instead, I have been threatened with late fees and penalties for an issue caused by the company’s own payment processing failures. To make matters worse, my Lockbox account was sent to collections. I provided documentation and proof of payment, but the issue remains unresolved. I have been locked out of my account since October, and neither the collections agency nor Legum & Norman has been willing to help me understand what is happening. Despite my repeated attempts to get assistance, I received a bill claiming that I owe approximately $3,000 in late fees. It is completely unreasonable to charge someone late fees on an account they have been locked out of and cannot access. I have made numerous attempts to resolve this matter through emails, phone calls, and several in-person visits to the Virginia office. My emails have gone unanswered, my calls have not been returned, and the staff I have dealt with have been rude, disrespectful, and unhelpful. I would understand if I had failed to make payments or refused to address the issue, but that is not what happened. I have made payments, provided proof, followed the instructions given to me, and repeatedly tried to resolve the problem. The company should investigate what happened to my four payments and provide a clear explanation of why they were not properly credited to my account. Based on my experience, I cannot recommend this management company. Their communication, customer service, payment processing, and handling of account disputes have been extremely poor.
