  The apartments and buildings are attractive, the amenities are excellent, and the surrounding area is pleasant. Unfortunately, the parking situation significantly detracts from the overall experience. Zelia allows residents to opt out of paid parking, which puts additional pressure on the limited street parking. In my experience, finding a space for guests is extremely difficult and sometimes impossible. An apartment should feel like home, and being able to welcome friends and family is part of that. The lack of flexibility makes the situation even more frustrating. Zelia contracts TLC Towing to enforce parking restrictions, which I understand helps protect spaces for residents who pay for them. However, when street parking is completely unavailable, guests have no practical alternative. Parking at the far back of the lot still carries the risk of a $300 towing fee, plus $45 per day. My concern is not that parking rules exist or that towing should never occur. It is that the current arrangement leaves guests with very limited options, without a reasonable accommodation when street parking is full. A designated guest parking area or temporary parking permit system would make a significant difference. I genuinely enjoy the apartments themselves, but parking remains a major drawback that management needs to address.

  I lived here for two years in a studio and overall, my experience was decent. One of the biggest benefits for me personally was the income restricted floor plan, along with the amenities and the very prompt maintenance team. If you’re a light sleeper like me, being right next to Highway 7 can be a bit of a downside because you can definitely hear the traffic. The property is also located near a railroad crossing and a busy traffic light, so getting in and out of the neighborhood can sometimes be tricky. If you’re coming from the east, there are times when traffic can make it difficult to get into the neighborhood because cars don’t always leave enough room for you to turn in. Getting out can be just as frustrating, especially if you’re trying to turn onto Highway 7 heading west. The biggest con for me was parking, especially for guests. If you’re expecting visitors, I’d recommend making sure there are a few open street parking spots available beforehand. Otherwise, carpooling or parking across the bridge may be your best option. Although the resident parking lot was expanded about a year ago, there still isn’t a ton of parking available. The pool is currently being built, although I’m not sure when it will actually be completed since it was originally expected to be finished last year. There were also a few things about the studio itself that I would keep in mind. There was no fan in the bathroom, and the faucet water didn’t come out in a normal, steady stream. Instead, it came out as a very fine, aerated spray, similar to the faucets you see in public bathrooms. It was also difficult to get a consistent water temperature. One tiny turn to the right and the water would be freezing, while one small turn to the left would make it boiling hot. The studio also did not have a regular sized oven or dishwasher. Both were quite small, so I could only fit a few dishes in the dishwasher at a time. The oven couldn’t fit a standard sized aluminum baking tray and could only accommodate half trays, which is definitely something to keep in mind. The team at Zelia was generally good and helpful, although communication could sometimes be more prompt. Overall, I had a decent experience during my two years here. There are definitely some pros and cons, so I’d recommend considering what’s most important to you before deciding if it’s the right place.

  I genuinely wish I could leave a 0 star review. They literally bribe residents to write them good reviews in return for gift cards (edit: they absolutely did bribe residents for good reviews, I talked to multiple residents who confirmed this). How pathetic, if you just did your jobs you would organically get good reviews. I use to really like living here, it’s unfortunate how much the management has deteriorated. On street parking for guests is still a nightmare after 7pm and underground parking is insanely expensive. It’s the same as downtown MSP pricing - but in St Louis Park. $150/month for underground parking, “affordable living” they claim. They’re letting the building fall apart while raising rent and starting construction projects to “improve” the community, except the projects don’t get finished or they do nothing to improve the structural integrity of the building. To be fair, they didn’t build the building in the first place but they are actively pretending like it doesn’t have issues. The AC consistently goes out in the summer and they take days or weeks to get it fixed, all while saying “we understand your frustration, it’s hot in the office too” BUT YOU ARE BEING PAID TO SIT IN A HOT OFFICE. Everyone else has to pay to live and sleep in an 82°+ apartment, what an absolute joke. There’s so much more I would love to say but the bottom line is DO NOT RENT from these people. You will regret it. And all they’ll say in response to this review, if anything at all, is “please reach out to us if you’d like to discuss further”. I tried to do that multiple times while I was a resident and Chelsie would blow me off and send snarky emails with the sentiment of “we don’t care, stop contacting us”. I’m so grateful that my lease finally ended and I got the hell out.
