    Do not waste your money buying a home in this neighborhood. Norfolk is the original developer of Fosdick Glen. After failing to sell all of the lots, it sold a portion of them to Toll Brothers. Although every home in Phase 1 has now been completed, Norfolk still has not finished the neighborhood’s common areas, and Toll Brothers has done virtually nothing to hold Norfolk accountable. The common areas are an embarrassing mess. Weeds are everywhere. Norfolk appears to have simply sprayed hydroseed without providing proper watering, maintenance, or follow-up, leaving the areas overrun with weeds instead of grass. Meanwhile, the HOA fails to maintain the community properly or consistently enforce its own rules. Every time I have contacted Toll Brothers for answers, I receive the same meaningless response: “We are working on it.” Nothing changes, no one takes responsibility, and homeowners are left living in an unfinished and poorly maintained community. For the amount these homes cost, this level of neglect and lack of accountability is completely unacceptable. Prospective buyers should think very carefully before purchasing here.

    AVOID BUILDING HERE AT ALL COST. Would give negative stars if possible. Although Toll is not the developer they are refusing to put pressure on Norfolk to do what was promised to home owners despite owning half the lots in the development and Norfolk is a nightmare. There have been multiple attempts made to Toll to make sure Norfolk is doing what was promised to Toll buyers and they have either been unresponsive or said they had a discussion with Norfolk then nothing materializes per usual. The Toll sales house here is basically abandoned and stained with rust surrounding it and is just disgusting to have to see this every time you drive into the subdivsion. Not sure if Toll just does not care about the product they are selling in this neighborhood or have just washed their hands clean but its unacceptable when the Toll homes are as expensive as they were here. Norfolk have allowed staining all over the entryway of the development because they were too cheap to treat the iron laden water. Their model home as well as the Toll sales office are all surrounded by rust that is very easily treatable (as mentioned above) There are dead trees EVERYWHERE because they refuse to replace them, picked cheap plant material and are now telling homeowners with dead trees directly in front of their homes this is "non warrantiable" work. The Fosdick Rd entrance is a dump, unkempt, no proper signage or landscaping is in place. They finally put some plants there, again picked the cheapest possible options. The supposed circular grassy areas the end of cul de sacs and round abouts are not seeded nor landscaped and there is no irrigation in place, so of course anything planted there has not survived nor will it. The sidewalks are still not complete and the development was started almost 4 years ago at this point. NONE of the common areas are properly maintained. They are all overgrown with weeds and other parasitic plants, people cannot even walk their dogs properly-- as again, the sidewalks are not complete. The concrete used in driveways that are not even a year old is breaking, cracking, and pitting and they will not fix it. All of the drainage holes along the roads are still blocked despite the completion of all homes in this phase. The community floods every time it rains. They are charging $550 quarterly for a septic water treatment facility that is STILL not complete despite multiple delayed timelines to actually complete it months and months ago. This is in addition to a $150 a month HOA fee that they say is being held in escrow until the HOA is turned over to the homeowners and state that to get certain things done the HOA fees may increase. There are communities paying much less with similar number of homes that look like proper neighborhoods. Not to mention, the water bill was never explicitly mentioned to homeowners on purchase. Also, why is every home paying the same when water consumption varies greatly from home to home. There are some homes with couples and other homes with 5-7 people living there. Street signs are fallen over and stained. There are also homes particularly near the entrance of the neighborhood that are also not held to any standard but why would they ? when the community looks this run down despite some homes transacting well over $1M and asking prices at $1.2M+ in phase two. They promised a luxury build and delivered a community far below any acceptable standards. People are already avoiding purchasing anything in phase two due to all of the above. If you value your home as investment, please stay as far as you can from anywhere Norfolk is building or even involved. This post will not be removed until all of the above is addressed.
