While these apartments are beautiful and the complex looks lovely, the management are incredibly unresponsive. My co-signer and I have attempted to reach them multiple times with questions, only to be ignored. I wanted to apply but since they have gone weeks without any responses, I will have to look elsewhere. Why are so many landlords like this? Highly unprofessional.

Living here has been quite an experience, especially when it comes to property management and maintenance. Recently, the management made a big show of replacing the AC units across the building. While some units actually got new equipment, our experience was a complete farce: they uninstalled our old system, took it away for a few days, and then brought back the exact same ancient Carrier unit from 1993, hooked it right back up, and tried to pass it off as an upgrade.
It makes you wonder how management handles building funds and maintenance budgets when old, obsolete equipment using outdated refrigerant is just recycled back into apartments while pretending major work was done. If you're looking for honest management and transparent maintenance, look elsewhere.
P.S. Keep in mind this is JCO property, and they actively exploit it especially when it comes to pushing people onto month-to-month terms and squeezing extra cash wherever they can.
Honest review after years of living here. Talk to real tenants before signing.
If you are looking at the recent 5-star reviews praising the "professionalism" and "structure" of the management team, take a closer look at the accounts posting them. They are freshly created, generic profiles using robotic, AI-generated corporate templates. The reality of Savoy West is documented below by real people who actually live here. This building has turned into a temporary transit zone. People use it as short-term shelter and flee the moment they find a place where ownership treats residents like human beings, not data rows in a billing software. The corporate incompetence and lack of basic professionalism from the current staff is staggering. Instead of maintaining a safe, functioning property, management focuses all energy on finding ways to squeeze every single dollar out of long-term tenants who are already working hard just to survive in this city.
The core issues you will face every day:
1 Severe Security Failures: The building is a security disaster. Package thefts are constant, and broken entry doors are left unattended for weeks. It has escalated to the point where the building experienced a full-scale SWAT team raid with tactical officers breaching units. If you care about personal safety, look elsewhere.
2 Arbitrary Reduction of Amenities: Common facilities you pay for are restricted under absurd, fabricated pretexts. For example, the hot tub is routinely turned off or locked down early by 9 PM.
3 Double Standards and Nuisance: While paying residents are harassed over minor details, management's own inner circle openly violates city noise ordinances. The property manager’s husband regularly roars through the complex on a custom, extra-loud Harley-Davidson motorcycle at 1 AM, completely ignoring the peace and quiet enjoyment of the entire community.
4 Predatory Pricing: Before signing a lease, check their public website. They routinely list empty, larger 810 sq. ft. apartments for hundreds of dollars less than what they try to extort from loyal, long-term tenants for smaller 660 sq. ft. units using predatory month-to-month ledger manipulation and sudden, unannounced fees.
5 Billing and Application Traps: Management forces applicants to use invasive online third-party tools (like Nova) requiring personal bank logins and passwords. If you refuse to compromise your financial data, they will ghost you, withhold your holding fees, and refuse refunds until you force a bank chargeback.
Do yourself a massive favor. Do not trust the polished office answers or the fake 5-star reviews. Walk into the courtyard, find a real resident who isn't wearing a uniform, and ask them what it’s actually like to live here. Save your money, your nerves, and your self-respect.

I stopped by after seeing the sign and called to ask about the property. Priscilla Estrada answered and was very kind, patient, and helpful. She showed me several options, and I was especially interested in the unit on the higher floor with the great view.
I started the application and paid the $50 application fee, but then discovered that the Nova system required access to my personal bank login and password to verify income. I was not comfortable sharing that information, so I stopped the process and called Priscilla, the property manager, to ask whether there was another way to verify income, such as bank statements or screenshots. She told me there was no alternative and that this was how the system works.
I decided to cancel the application, but I never received a refund for $50 application fee and the $200 holding charge, for a total of $250. When I followed up, I was told she had to end the call because someone was in front of her. That was very disappointing after such a positive first impression.
I’m still waiting for my refund and hope the process can be handled better in the future.

Savoy West Apartments

Eek! Methinks not.

The Savoy West: I have nothing positive to say about this place based off my own personal experiences: This is the only apartment complex I have ever lived where my apartment was broken into, possessions stolen including my car due to managements negligence
Cons:
1. My house was broken into with all of my possessions robbed by someone who was illegally squating on the premises waiting for the right time to break in and enter. My Car and All of my Possessions stolen due to managements negligence. This is because the property does not have enough security cameras and do not regularly inspect the premises to check for people that are illegally there whether its transients or airbnb.
2. A few times a year black sewage sludge/black goo will spill out of your kitchen sink leaving your kitchen smelling like ass/sewage/garbage. The smell is so poignant and strong that it will take you several hours to clean it. When you ask management what or why this keeps happening?? they respond "these buildings are old" - Im washing my dishes in a sink that spews out toxic sludge - how healthy can that be?
3. Fire Alarm blarring at night for the better part of 6-8 months around 2-4am AND IT DOES NOT STOP same vicous cycle every night over and over again. Your anxiety starts at 4am - this went on for severl months it was terrible.
4. When you finally leave the premises they will TAKE UP TO 40% OF YOUR SECURITY DEPOSIT - mainly to clean their old dirty carpets from the 1980s which will cost YOU - $200 dollars and another $100 to clean the apartment / Usually I get one cleanup fee from an apartment complex for $200 max, here it will end up being much more.
AND in the event you want to mount your TV (and they will tell you to let their handyman do it for you for a small fee) afterwards they will charge you a full $300 dollars for "PAINT" - thats about $600 that they will TAKE no questions asked. Its a simple job but yet you pay for 10 times more.
5. What I am trying to get at here is that this apartment complex is terrible and run down and they know it too, so they will find a way to nickle and dime you every which way they can up until you move out.
I asked them for a dishwasher once and managements response was that I need it to "do a really good job rincing the dishes" aka wash the dishes first before you use the dishwasher which defeats the purpose of owning a dishwasher. The dishwasher at my new apartment complex which was also built around the same time the Savoy was is much newer and works like a charm. No need to wash the dishes beforehand lol ..
I live across the street now, the kitchen appliances works much faster, the sink does not spill toxic sewage out and smell like ass, my car is safe and sound and I have peace of mind. Save yourself the trouble and money and find somewhere else
Oh and if you lose your laundry card (a small little laminated card w a chip) they will charge you 40 dollars for it like you're at the RITZ lol ..
