I’ve only been here for 4 months and, without exaggeration, it’s been one of the worst decisions I’ve ever made. The cockroach infestation is constant—completely unacceptable and unhealthy for anyone, especially families with children. This is not an isolated issue; it’s an ongoing problem.
On top of that, there are frequent water outages. Imagine being at home with your kids and suddenly having no water, with zero notice. No one informs you, no one explains— it just happens, and you’re left to deal with it on your own.
But what’s most outrageous is the administration’s double standard: if you’re even one day late on your rent—even due to a real emergency like being in the hospital—they show no consideration and immediately apply extra charges. Yet when it comes to them, they can take weeks, even over a month, to respond to maintenance requests and act like that’s perfectly acceptable.
Honestly, I regret not reading the reviews before moving here. It would have saved me from this experience.

Mas de 2 semanas y aun no solucionan el problema en el apartamento, he ido mas de 5 veces a la oficina y solo dicen que ya pasaron la orden pero nadie ha ido a ver el desperfecto de la ducha en el cuarto principal.

I have been here almost a year. So far okay besides unresponsive maintenance and the roach infestation. My dryer has been broken for 2 weeks. This makes 3. There is an excuse for everything with no resolution.
The apartment appliances are old and not working, been dealing with Ac and heater for months, I have to sleep in an hotel because my apartment ac not working and the heater was put on that everywhere was hot .

Do not apply to The Spencer at Park Row if you have an Emotional Support Animal (or a “pet” in their eyes) or require any accommodation.
I was approved as an applicant but ultimately did not sign a lease because the property failed to provide a fair-housing-compliant lease in a timely manner. Although my accommodation was acknowledged in part, full approval was repeatedly delayed and conditioned on a third-party screening service rather than being handled directly by the housing provider, as required.
Communication was circular, responsibility was repeatedly deflected, and no clear or timely resolution was provided. As my existing lease deadline approached, I was forced to secure housing elsewhere to avoid being without a place to live.
Prospective tenants should understand their rights under fair housing law and be aware that third-party services such as PetScreening are not legal authorities and are not required by law. Housing providers remain fully responsible for accommodation decisions and compliance, regardless of what vendor they use.
Based on my experience, this property demonstrates a serious lack of accountability and competence in handling accommodation requests. Proceed with extreme caution and get everything in writing.
