Renter beware: my son and his roommates moved into an apartment that was obviously not cleaned or serviced between tenants. This was noted via photos as well as noted in the 'move-in' form. Well, okay, you get what you pay for and it's only for a year. When he moved out, he was charged $212 for cleaning. Well, okay except that his security deposit covered that. They neglected to refund his deposit and still charged him. Even IF he left a dirty apt, he would still be owed money from the deposit. What did they do? After 4+ months of verifying these facts, they are threatening to turn this over to collections. Can we afford to pay the $212? Of course. It the principal, at this point. I have called every number I can find and have to yet speak to someone. We have the email chain about this. We have photos. We have the email chain of service requests that were left unanswered, etc. These apts. are owned by a CO-based corp. called 'Cardinal Group.' After talking to a few others, this seems to be their business model. Again, it's not the $200, it's the principal. A lot of these kids leave with sizable student dept just for this corporation to prey on them. Most will just pay or "write off" their deposit. Guess what... (Note on the photo: it shows a $0 deposit. Obviously, no rental requires no deposit)

My experience at Parkway Plaza has been, without a doubt, one of the worst I have had in State College. From day one, the apartment I was given was in poor condition: the kitchen was greasy and barely usable, the furnished sofas were dirty, and several walls had mold that management only wanted to cover with paint instead of doing proper maintenance. This made the apartment difficult to live in and unsafe.
During Fall 2025, a heavy rain entered Building B and affected more than 20 students. Management did not provide adequate support or clear guidance, showing little empathy and very poor organization. On top of that, they tried to force us to sign a lease for another apartment in a more distant location, warning that if we didn’t, we had to leave. This pressure was completely inappropriate and caused stress and uncertainty among residents.
According to what I was told by Penn State’s legal office, there were numerous complaints and reports about the problems Parkway Plaza caused to the students who lived there, confirming that my experience was not isolated.
Between poor communication, inadequate maintenance, and the lack of empathy from staff, I cannot recommend Parkway Plaza to anyone, especially international students seeking a safe and well-managed living environment.

My daughter lives here .333 Logan Ave. Water has been dripping from the roof
for a month. But they did nothing and ignored.
I'm worried about my daughter, I'm afraid the roof will fall on her head😭. Please do something for the roof, imagine your daughter living in this apartment😭put yourself in my place and think that your daughter is in this situation.
