I’m only giving two stars because I truly love the environment and the neighborhood. I lived here previously and never had any issues, which makes this experience even more disappointing.
Since moving back, my children and I deal with loud, disruptive noise every single day. I have sent multiple videos to management, but nothing has been resolved, and they refuse to allow me to break my lease. When I moved in, the upstairs unit was vacant. Now, whenever the neighbors are home, it literally sounds like a herd of elephants overhead. On top of that, the plumbing is so loud it echoes through the unit. The constant noise has made our home feel anything but peaceful.
My children have sensory sensitivities and are losing sleep because of this. They’re anxious in what should be their safe space. I also do demanding work in my community that sometimes requires me to be awake for 24–48 hours at a time. Coming home to nonstop noise and children who are overwhelmed is exhausting and heartbreaking.
To make matters worse, when I first moved in, the unit had a flea infestation. Management blamed it on the outdoors, but neighbors informed me the previous tenants had numerous cats. That situation alone was stressful and should have been addressed before move-in.
I hate leaving this review, but it reflects how management has handled these serious concerns. It feels like profit matters more than the wellbeing of residents. I wouldn’t wish this living situation on anyone.

I loved living here for 2 years, but recently Habitat for Humanity began the construction of a 2-3 year project for the development of 50 homes. This has caused very heavy construction noise from the times of 7-6 PM, Monday through Friday. My unit is about 5-10 feet away from the construction which unfortunately did not start until after I was locked into my lease. The construction is so disturbing that my apartment shakes.
If you work from home, or expect to enjoy your apartment from 7-6 PM, I suggest not living anywhere near the back of Shadow Hills.
Shadow Hills has not done anything to remediate the heavy noise either, such as a noise barrier or any discount on rent for the hassle either.
UPDATE: I attended the Habitat of Humanity meeting advertised by Shadow Hills and there will in fact not be a retaining wall installed to help alleviate the noise. While Shadow Hills states they cannot do anything to remediate the noise, they can. They are just choosing not to.

COCKROACHES!! Look out.. Alex is not a nice person, and this place will make you regret renting here.. not worth it! Several apartments have had bed bugs as well!
Just want to give a shout out to Casey and his team. The management is wonderful. We had to move out due to certain tenants, but that is outside of the property managments control. The complex is quiet and well maintained.

WATCH OUT! they have been known to take your application fees, just to tell you to reapply, then do it again!
Portland local, and this is one of many unethical or illegal practices I have heard or seen to be imposed at Shadow Hills.
