There were many days homeless would be sleeping on the second floor patio/common area early in the morning when I would sit for coffee. The ac/heating never functioned properly, the billing for utilities I believe were divided by the number of tenants vs. usage. I would be gone for weeks on business and my bill would be higher at times for not using any utilities. Often it was found that a lady would roam the hallways gathering Amazon packages from in front of our doors and they’d be found opened in the laundry room where she opened them. The elevator would periodically get stuck and homeless sleeping in the stairwells you would find using that exit. I moved out after ending my lease and pages of charges hit me that 2 years later I am still unable to resolve. Pray you dont get tangled in the same mess as the collectors they turn you over too are relentless and will not provide proof to what they claim as charges. You never get a bill for usage of utilities as it’s basically divided by the number of units. Good luck
