- PSPreston StevensApr 8, 20181.0My hot water heater was out for 8 days. It was fixed for about 24 hours. Called the office number and it forwarded to Dwell at kent station in Washington state. Upon talking with their representative. Was told that they didn't have any association with Emerald Bay apartments. I will not be renewing my lease.
