For the purposes of the Fair Housing Act (FHA), an ESA with medical paperwork is classified as an assistance animal or a "medical tool" that provides necessary support to a person with a disability. Because of this, the animal is not considered a “pet”. Yet they think this rule doesn’t apply to them. Do better.
