  I highly advise not to rent at Eagle Rock Apartments at Bel Air North. I originally moved in 6 years ago. Things were fine when these apartments were Harford Village North. Harbond took very good care of them. They were strict about rules, but the grounds were clean and well maintained. Maintenance was quick to come out and they did a good job. They have majorly gone down hill since Eagle Rock took over. They don't clean up trash. Historically the landscaping has been either dead or overgrown. There has been a large dead limb hanging from the tree by the road for a year now. Multiple residents have complained, but they leave it hanging, despite it being dangerous. I consider it the slumlord calling card. I switched units in December 2024. I moved into 1610 Denise Dr Apt C (it's considered unit 11-C if you're looking on their website or the rental websites. I loved the apartment when I moved in. I considered it my sanctuary. Everything was fine until one of Eagle Rock's own employees moved below me in August 2025. The woman heavily smokes. Her cigarette smoke started coming up into my master bathroom through the fan the beginning of October 2025. It then went into my bedroom. I kept complaining, but the leasing manager did nothing. All I got was excuse after excuse. At the same time, I developed a leak in my second bathroom. The employee who was smoking, who I was reporting, was responsible for fixing it. I started getting sick from the smoke coming upstairs. I ended up being sick for a month. I didn't get better until I went out and bought multiple air purifiers and set them up in the master suite. Even after that it consistently stank. I had to start keeping my bathroom door shut. I couldn't stand to even go in to take a shower. It started affecting my sleep. I started waking up multiple times a night. At the same time, the leak never got fixed. Ultimately, they screwed a piece a plywood over the hole in January 2026 and left it. I took a video of water dripping over the board. I found out in March that the people above me didn't even know there was a problem because Maintenance did not try to investigate what was going on. Ultimately, I had enough of the situation and moved out in March without giving notice. April 1st I filed a rent escrow case in Harford County District Court, which I won. Eagle Rock had to admit that in 6 months they never came into my unit to investigate my cigarette smoke complaints. I also submitted documentation including a picture of an air quality detector that I purchased that showed that there were major air quality problems. The judge ruled that the cigarette smoke created a dangerous and unhealthy environment. He ended my lease for me. I am writing this review to warn people not to rent this unit. It's a great apartment, but the air from the smoking is toxic. Management is letting the employee do whatever she wants. They do not respect their tenants. Do not rent 1610 Denise Dr Apt C (11-C).

  I have been waiting on a refund for the holding fee for over 2 months! $200. I’ve called and emailed numerous times and I’m getting no where. I even called eagle rock Towson where they said it should have been just put back on my card but the local office is giving me the run around saying I should have gotten a “live check”. I am furious and I would caution anyone putting down a holding fee at Eagle Rock.

  Ms. El and Melissa are very professional and they work hard to make sure your transition to your new home is comfortable. The maintenance crew are quick to answer your request. Mr. Stan fixed my small issues expeditiously. The area is clean, quiet and cozy. I really like the square footage in my apartment. I am home and I love it!!!!! These are apartments are a well hidden gem. Being not to far from the interstate is a plus.

  So far so good i have been here for two months so far and i love it here.I moved into to one of the newly renovated apartments.The leasing staff have been nothing but nice and Melissa checks in with me, which i so appreciate.They communicate regularly via email any updates or events happening.The community is quiet and peaceful.

  My sister and brother-in-law live in these apartments. The grounds are well maintained, the community is friendly, and there is a pool! The handrail and front steps at building 1613 need some repair. As a person that needs assistance with stairs the railing was loose and if I were an elderly person I may have fallen. The parking lot needs painted also. The units themselves are pretty nice. If the parking lot and stairs and handrail were fixed I'd give 5 🌟.
