When asked why, our Burg CAM argued that the landscape vendor did not put enough money in the contract that the landscape vendor signed to do the audit. So instead of discussing what might be done, they only defended the vendor's refusal to honor the contract. Seems like an odd position to take by someone who has an obligation to insure contractrual obligations are met by the HOA's vendors!
