I feel qualified to comment on this property, as I lived here for many years—both before and after it became The Retreat. Overall, the experience was mixed. The apartment itself was older, and during my tenancy I experienced serious maintenance issues, including bathroom flooding due to roofing problems and a rodent issue where gaps were patched with temporary materials.
Toward the end of my tenancy, Nick and the maintenance technician Craig were the only consistently positive aspects of management. Nick, in particular, worked with me to exit my lease, and I am genuinely grateful for that.
Unfortunately, my experience with Shelby was the opposite. She repeatedly provided inaccurate information regarding co-tenancy and month-to-month lease termination, advising that one tenant could not leave without the other submitting notice simultaneously—guidance that conflicts with tenancy laws. She also demonstrated a lack of understanding of emotional support animal (ESA) laws, including improperly requesting vaccination records despite such documentation not being legally required. These issues reflect a broader need for proper training and education on tenant and fair housing laws. Concerns such as water intrusion and pest issues were also not addressed in a timely manner.
Over the years, I also witnessed multiple long-term residents and families lose their housing following the ownership change. Rents were raised significantly after largely cosmetic updates—such as fresh paint and a rebrand—without corresponding improvements to the underlying infrastructure. Despite the property being marketed as a luxury community, the buildings remain old, and ongoing issues such as rodent infestations and unhoused individuals regularly digging through trash areas are inconsistent with that positioning.
Security was another ongoing concern. Vehicle and storage break-ins were frequent. There was also an abandoned vehicle parked in guest parking for years without enforcement, despite this violating the lease and being reported to Shelby numerous times.
The most serious issue occurred after move-out, when my forwarding address and personal information were unlawfully disclosed without my authorization to a former co-tenant and others outside of the lease agreement. I have since filed a formal state complaint regarding this privacy violation.
I lived at this complex long enough to see significant changes over time. While the apartments may appear competitively priced compared to newer developments, management practices—particularly a lack of accurate knowledge of tenancy and fair housing laws, failures related to tenant rights and privacy, and unresolved habitability concerns—prevent me from recommending this property at this time. Meaningful improvement would include appointing a property manager who is properly trained in applicable housing and ESA laws and responsive to tenant concerns. Should those changes be made, I would reconsider my review.
