    Harbor Cove has one of the best locations in the Bay Area—truly hard to beat—and the pricing is relatively reasonable for what you get. Unfortunately, that’s where the positives end. The management is, without exaggeration, the worst I’ve experienced. Living here often feels less like being in your own home and more like being in a hostel run by an overbearing warden. The rules are unnecessarily strict, inflexible, and enforced without any sense of understanding or basic human empathy. Even worse, these rules don’t seem to be applied consistently—some residents are scrutinized far more than others, which raises serious concerns about fairness and equal treatment. The patio addendums are a perfect example of this inconsistency. They are enforced selectively, creating a frustrating and uncomfortable environment where you never feel like you’re being treated on the same footing as everyone else. What’s most frustrating is the complete lack of support when it actually matters. The so-called emergency services line is essentially useless. Calls go unanswered, and when someone finally picks up after repeated attempts, the attitude is dismissive and rude—as if they’re doing you a favor just by speaking to you. During my four years here, I faced multiple issues related to water and parking, and not once did I receive timely or helpful assistance. Parking in general is another headache. There is a clear lack of visitor parking, which makes it incredibly inconvenient for friends or family to visit. More often than not, they had to struggle to find street parking, turning what should be a simple visit into a stressful experience. To be clear, all the negative aspects of this place stem from the management. It completely overshadows the otherwise great location and decent pricing. If you value peace of mind, fairness, and basic respect as a resident, you’re far better off looking at other properties in Foster City.

    I wish I could leave a good review because the complex is nice. Unfortunately they are starting to do that thing where they nickel and dime for everything through sketchy third-party apps. This has led to my car being marked for tow in my own space and packages being left out in the open while they threaten to bill me to protect them. Reply to owner: Obviously I reached out to the management office first. I was told too bad they are hands off and to deal directly with the app we were forced to use.

    I want to take a moment to recognize Sheemal for her outstanding performance during a recent fire emergency at the property. She handled the entire situation with a high level of professionalism, staying calm, organized, and focused when it mattered most. Her ability to quickly coordinate, communicate clearly, and ensure residents had access to all available resources truly made a difficult situation much more manageable. She demonstrated strong leadership, responsiveness, and genuine care throughout the incident. Her actions reflect exactly what you would hope for in someone managing a critical situation. Truly appreciate her dedication and the way she handled everything from start to finish.
