*This is more-so a review of Pulte's Bay Area operations, rather than this particular development itself*
So, you're considering buying from Pulte, read this first :)
In a nearby development (Central by Pulte), our HOA was under Pulte control for over 3 years. Due to this control over the HOA that Pulte had, we suffered from:
1. Very poor landscaping service.
2. Very poor HOA management (pretty much no issue was dealt with in a timely or appropriate manner for 3 years, for example, despite our HOA being budgeted for window washing on a yearly basis, we've had just one window cleaning in 3 years, and that single window cleaning was hugely ineffective and poorly managed. I have countless other examples like this, far too many to list here...)
3. Very poor communication from Pulte regarding any/every issue.
4. A near total failure to enforce HOA policies for 3 years (guest parking? not enforced. Trash bins left outside? not enforced.)
5. A failure to comply with even the most basic of California HOA law (for example, posting HOA meeting minutes within 30 days of the meeting...)
Beyond their abject failure at managing the HOA, there are unfortunately even more issues with Pulte.
1. Their contractors have a complete disregard for the property. The concrete sidewalks of our development have paint splotches and generally look poor. I even have video of a Pulte contractor washing paint brushes off in our mulch beds...these people could not care less.
2. Pulte's sales team has advertised and pushed amenities that still do not exist (we were promised a playground, basketball court, open field, and dog park by Pulte. *None* of those amenities exist for us today, and it's been over 3 years). You should not trust a single word you hear from them, their word is quite literally worthless.
Ok, that's all, hopefully I've opened your eyes :)
Edit: I see that this particular development has multiple phases. That should *terrify* you if you are in one of the early phases, as it means Pulte will be in your life for a long time, much longer than you'd like, trust me, I know from experience.
