Since Sam has taken over, the freshwater fish quality seems to have gone up significantly and there seems to be more variety with different fish showing up each time I stop by. This fish store has always been a fine local 2-3-star option under the previous owner Marc, but Sam is really starting to make this a destination fish store worth making a trip for. The salt water side tended to be the star of the show under Marc, and Sam is keeping it up, but adding a lot more for freshwater enthusiasts.
There are a *lot* more food options (including frozen and live), decor (seiryu stone!), equipment (lots of Hygger stuff now), medication, and even freshwater aquarium kits for those just starting out.
I am not sure if the old staff are still around, but I really like the new staff (who I think are mostly family members) that I have interacted with. One thing I appreciate is that they haven't been afraid to say "I don't know" or look something up. It was not uncommon for the previous staff members to fib or state things that were absolutely not true (e.g. selling terrestrial plants as aquatic even after I told them what the plants were, stating a fish was a certain variety when I knew it was not, etc.).
I am now able to make fewer purchases online and get things locally, and when he doesn't have something, Sam is willing to hunt it down. You can tell he is really pouring his heart and soul into making it a great fish store and I am proud to have a store like this local to me.

Update: To the reviewer who suggests I am a biased friend of the owner, jokes on you, I don't have friends, just fish.
My post is 100% genuine based on my experiences at this store, but I do agree with some of the criticisms as well. It's an older store and run down, as is everything around it, but that's classic Visalia. I just think Sam is doing the best with what he has (which is not a giant corporation funding his operation) and I want to support him and I hope his business continues to grow so he can make it better and earn that 5th star. I also expect mistakes to be made, especially as a new business owner, and the business involves live animals that don't just sit inert on a shelf the way they arrived.
If you prefer Petco, I can understand, because we probably have one of the best Petcos around. The manager, Pete, is a treasure and actually knows and cares a lot about fish. Believe it or not, you can actually go to both stores.
