You tell me I can't buy neon tetras to feed my leaf fish then maybe you should medically treat your "feeder" fish and make them safe to actually use as feeders. Do better. The manager should be completely ashamed at how the fish department is being ran. Staff cares about which fish are used as feeders, but don't care enough to actually treat their fish properly. The fact that you would rather my leaf fish starve or die from eating diseased fish, just because he eats live fish is absurd. If you don't like nature, don't work at a petstore
