I'm assuming it's because he's had 3 other owners and was brought back to the store twice. I'm making some progress and recently he even allowed me to set him on my shoulder! The team was very helpful while I decided to adopt him, they didn't act like I was bothering them tho they were obviously busy. The gal who helped me was honest, which I appreciated. I still have a ways to go with him but I'm confident he'll eventually allow head scritches.
