I requested a one-time, short-term bridge refill of my cat’s fluoxetine (Prozac), a non-controlled, long-term medication, to prevent abrupt discontinuation after moving out of state and not realizing that my cats prescription with Chewy was coming due. For context, my cat’s last appointment was on December 17, 2024, and I requested this refill on December 22, 2025, literally just days past the clinic’s 12-month policy. I was not asking for ongoing care, only a brief bridge to prevent unnecessary harm.
I was told this was “not legal in California,” to provide a short term bridge refill yet no one could cite an actual statute or law to support that claim when I asked directly. This appeared to be clinic policy framed as a legal impossibility, which is misleading.
After I challenged the claim that a short-term bridge refill was “illegal in California,” the clinic emailed me a citation to California Business & Professions Code §4826.6. The statute limits how long a prescription can extend from the last in-person exam (no longer than one year). It does not prohibit a brief continuation in a narrowly time-lapsed situation. There is no language stating that all refills are illegal after 365 days, that bridge refills are forbidden, or that veterinarians have zero discretion.
I was also told that withdrawal “wouldn’t be life-threatening,” as if that were the standard for acceptable care. Veterinarians do not get to decide what level of suffering is acceptable simply because something may not be fatal. Preventable distress and destabilization still matter.
To make matters worse, emergency care was suggested as an alternative for a routine SSRI refill, despite my clearly stated financial constraints. That is not an appropriate or responsible use of emergency services.
This experience reflected rigidity over clinical judgment, dismissiveness toward patient welfare, and a lack of transparency. Pet owners deserve honest explanations and compassionate care, not technicalities enforced without discretion. Thanks for putting me and my pet in this position over the holidays, it is obvious this clinic does not care about any pets well-being. Find care elsewhere!!!
