In other words, they will practically have you refinance without telling you that they are refinancing you. They are there to make sure you stay in contract with them. In other words, they WILL "bait and switch" you. Bait you in to paying a lower payment and switch contracts on you WITHOUT an explanation that you have been REFINANCED!
