  Very telling that as of the writing of this review, the only other review on this agency is a 5 star review that Stephen Carroll has given himself. When our previous agent sold his portfolio we ended up with Stephen Carroll as our new All State agent, with no communication, except that our auto-pay was labeled with another agents name. After several months, I called in because my teen son had a small, low speed fender-bender and a near miss in a six month time span and it shattered his confidence in his driving abilities. After an additional six months of working to rebuild his confidence he was still not able to get behind the wheel of a vehicle independently, and I reached out about cancelling his insurance. Despite being a loyal All State customer for years I was treated as if I was trying to scam the company. I was told that it was a state requirement that he surrender his license at the DMV (which has future implications). When I called the DMV the employee actually laughed and said this was "bull". When I called back to the agency they said that it was actually All State underwriting and there was nothing they could do. Since this seemed to me like a not-uncommon scenario I threw a Hail Mary and reached out to another agency in town. Within the day they had given me multiple different options and worked with underwriting to get our son removed from the policy. Stephen Carroll claims to have been an agent in the state of Oregon for over ten years but still does not seem well versed in All States offerings or policies. I would avoid at all costs.
