The last place I looked at only gave an address. It could have said inside Safeway. It doesn't have to be so difficult. However, I did manage to get the key made and the key worked with no issues. So I guess in the end I sought out a locksmith and got what I was searching for. A little pricey, but it's a kiosk that I wasn't aware of. I assumed it was an actual business until I arrived. Nevertheless I am satisfied with the purchase I made.

Guy showed up 30 minutes late, said he couldn't do anything (due to lack of experience) but drill out the lock. I told him that wasn't an option. I had to pay a $45 service fee just for him to show up, not do anything and then leave. Make sure the locksmith has the experience to complete the job before you tell them to come by.
