From the start of the shift change until the end of it, no one is allowed to order. Unfortunately, this can take up to an hour for them to complete. I was there during lunch, which conflicts with their shift change procedure, and was therefore not allowed to order anything. I recommend visiting outside of lunch in order to prevent the same issues I encountered.
