If you’re coming to Kill Devil Hills, you really need to put Jolly Roger’s on your list. Honestly, you might want to go twice!
They take care of people from sun up to sundown and beyond. They have one of the best breakfasts on the beach, and sometimes it’s one of the cheapest too, especially if you’re not looking for anything fancy.
Their lunches are just as good. I love the Prime Rib Sandwich and the Chicken Alfredo. Then at night, it’s one of the best spots along the beach to hang out. They have two levels, plenty of room to spread out and dance, and there’s something going on pretty much every night — karaoke, DJs, live music, you name it.
And a big bonus… PLENTY OF PARKING! 😂
Good food, good people, good music, and a great atmosphere. Jolly Roger’s is one of those places that should be part of your Kill Devil Hills experience. Definitely worth checking out!

I normally love the dinner here and have been multiple times, but unfortunately, breakfast was a pretty big disappointment.
I ordered a plain bagel with corned beef hash, a sausage link, eggs, and home fries. The corned beef hash was pretty good, but the home fries were mostly onions rather than potatoes. I also wasn’t aware they came with onions, so I had to pick through them since I don’t like onions. The potatoes themselves were pretty bland as well, and I ended up having to add quite a bit of salt.
The sausage was a great size, but unfortunately it was very bland. I was expecting at least some herb flavor or even a little maple flavor, but it tasted pretty plain.
Even looking at the picture, you can see that the overall meal just looked very plain and lacked much seasoning or flavor. I still really enjoy their dinner and would happily return for that, but based on this experience, I probably wouldn’t order breakfast again.
The decor here was pretty cool but that was one of the few good things about this place. The food was mediocre at best. I had the Captains platter which was decent. My husband had the surf and turf which was $90, and it was the worst steak he's ever had. It was bland, some parts were well done and other parts were almost raw. Our vegetables were swimming in a pool of oil, and the drinks were weak. I also didn't like the camera guy who was trying to get us to buy a family photo for $25. Thumbs down!

Fun place to eat and the food is amazing! We had ravioli, eggplant parm, sausage and peppers, spaghetti and meatballs, and my manicotti bolognese was fresh and absolutely delicious. Salads were fresh and the garlic bread was amazing. Side of baked apples was a huge hit too. Lots of cool things to see inside, the service was excellent-everyone was super friendly and helpful. The food was one of the best meals we’ve had all week and we definitely plan to come back. Thanks again!

If you're heading down to Kill Devil Hills and looking for an Outer Banks classic that doesn't take itself too seriously, the Jolly Roger is definitely worth a stop. The moment you step through the door, you're hit with an eclectic mix of pirate ship decor, Christmas ornaments, and neon lights that somehow manage to work together. It’s loud, quirky, and full of character, making it a fun, laid-back spot to bring the family after a long day at the beach or out exploring. The staff keeps the energy high, and even when the place is packed, they do a great job keeping up with table service and keeping things moving.
Food-wise, the menu is massive, spanning everything from classic seafood and steaks to Italian comfort staples and prime rib. The fried seafood platters hit the spot, with fresh shrimp and scallops that aren't weighed down by heavy batter. If you're going for breakfast, their portions are huge—think massive omelets, fluffy pancakes, and homemade biscuits that will easily power you through an entire morning on the sand. They don't skimp on the portions at dinner either, so come hungry or plan on taking leftovers back to your place.
While it’s not fancy fine dining, it doesn't try to be, which is a big part of its charm. The noise level can get a bit rowdy during peak dinner hours or when karaoke gets going, so if you're looking for a quiet, low-key meal, you might want to time your visit for a bit earlier in the day. A few dishes can skew a little heavy on the salt or seasoning, but overall, it delivers exactly what you want from a beach town staple. It's a fun, welcoming local spot with solid food, big portions, and plenty of personality.
