Hot take — and I mean boiling: Charley’s Cheesesteaks in Elyria can shove their water policy where the sun don’t shine. I went in expecting the absolute minimum courtesy every halfway-decent sandwich joint manages — a glass of tap water when I ask — and was met with… silence and a price tag mentality. Charging for or refusing plain drinking water at a sit-down eatery is petty, customer-hostile, and plain stupid.
Do not mistake my fury for ignorance of the law: Pennsylvania does not have a simple “every restaurant must give free tap water to customers” statute that Charley’s could hide behind. What does exist are laws and regulations that require access to safe drinking water in specific contexts — e.g., employer provisions and public-facility fountain requirements — but none that let a restaurant abdicate basic customer service and say “no free water, pay up.” See 34 Pa. Code § 47.198 (employers must provide drinking water to employees). 
If you want to play legal chess, sure — point to the Pennsylvania Safe Drinking Water Act (Act of May 1, 1984, P.L. 206, No. 43) and the state DEP rules about safe drinking water. Those laws ensure water quality and regulate public water systems; they’re about safety and supply, not about giving customers complimentary cups at the table. Quoting the Safe Drinking Water Act to justify nickel-and-diming customers is a nonsense flex. 
There are also regs that require free drinking fountains in some licensed facilities (for example, 58 Pa. Code § 165.80 references furnishing free drinking water fountains for the public in certain licensed grounds/buildings) — but again: that’s for public-use facilities and licensees, not a get-out-of-decent-service-free card for a cheesesteak counter. In short: the law covers water safety and certain public access points — it does not legally absolve Charley’s from basic hospitality. 
So Charley’s, hear me loud and clear: you’re running a food service business, not a water utility. When a paying customer asks for a cup of water, the right answer is “sure,” not “that’ll be $2” or “we don’t do that.” It’s pathetic and petty and makes the whole place feel cheap. I’m not asking for a charity banquet — I’m asking for the baseline of common decency.
If you want a final score: quality of sandwich? — fine. Service attitude? — sour. Water policy? — unforgivable. If you operate a restaurant in a state where the law requires certain water access for employees (34 Pa. Code § 47.198) and for public licensed grounds (58 Pa. Code § 165.80) and you still can’t be bothered to hand a customer a cup of tap water, you’re choosing stinginess over sense. Shame. 
TL;DR — Charley’s Cheesesteaks (Elyria): great steak, terrible hospitality. And for anyone shouting “but the law!” — read the actual statutes: Pennsylvania’s laws (PA Safe Drinking Water Act, Act No. 43 of 1984) focus on water safety and regulated access (not excuses to charge customers for a cup of tap). I stopped into the restaurant today around 5 PM, and I just wanted to take a moment to let you know how impressed I was. The entire experience was outstanding — from the food to the service. Everything was hot, perfectly seasoned, and absolutely delicious.
The cashier was very respectful and provided excellent customer service, and the grill cook and manager were also doing a fantastic job. It’s great to see all the improvements that have been made over the years and how well everything is running.
My daughter even spilled her lemonade, and the young lady with the red hair responded immediately with such kindness and professionalism. Her quick reaction and positive attitude really stood out.
Overall, there wasn’t a single thing I could complain about — the visit was perfect from start to finish.Peter(DM) has clearly built a great team, and it shows.
