If he cannot afford to work at the salary you are paying him, he should go and find another job. It is a free world. The prices in your restaurant are not exactly the cheapest for the quantity served either. Please tell Herbert to act professional or find another job. You don't have to tell me that I need to go and find another restaurant. I can and will.
