This situation represents an unauthorized full charge and a refusal to honor an agreed payment arrangement, which may fall under the Florida Deceptive and Unfair Trade Practices Act (FDUTPA) as an unfair business practice. Because the issue was not resolved on-site, I’ll be filing a formal complaint with the Florida Department of Agriculture and Consumer Services (FDACS) for review.
