They are always overstaffed but you always have to wait to order. This morning there were 2 staff members off the clock waiting to clock in (sitting in/outside the restaurant) and 2-3 others clocked in behind the counter working. I still waited with no one in front of me. I have never walked in and had someone take my order immediately.
