  PNC bank as an entity needs to learn compliance regulations. This bank took 3.5 hours to cash a check under California Probate Code 13105. Once they finally learned what they were supposed to do, the branch manager told me his internal process required he open a bank account in my name to cash the check and then withdraw the funds to give me the cash. He stated that the following business day, he would close out the account and call me over the phone to let me know. I agreed just to move forward. Then, he proceeded to ask for my SSN and my employer information. Under California Probate Code § 13104, the bank's right to secure "reasonable proof of identity" is strictly limited to verifying who you are. The law explicitly states that a notary public’s certificate of acknowledgment or a standard government-issued photo ID satisfies this requirement completely. Demanding an employer's name or workplace info goes beyond identifying who you are, which violates the strict boundaries of § 13104. Under California Probate Code § 13105(b), California law states that if a holder of property unreasonably refuses to pay out a valid Small Estate Affidavit, they are personally liable for the claimant's attorney's fees and court costs when forced to take legal action. Because I have provided my SSN, my government ID, a certified death certificate, and a fully compliant affidavit that has cleared the 40-day waiting period, a refusal based on an unstatutory demand for employer information is an unreasonable refusal. Your staff requires immediate training on these regulations. The level of expertise and service provided during this transaction was entirely substandard. This institutional deficiency must be corrected, unacceptable for a financial institution of your size and proclaimed expertise. Additionally, all branch managers in the area were in a meeting for over 4 hours with no one on-call.

  My business associate had an appointment, made a day early, showed up, was told no business banker was there to assist. They did not have the courtesy to call to change dates or times - how unprofessional does a BANK have to be they take appointments, dont service them, and don't even have the COURTESY to call? Pathetic.
