  Phil and I have collaborated on numerous projects over the past dedicated. Phil is exceptionally knowledgeable of the NJDEP rules and requirements and Phil possesses the ability to 'think outside the box' in developing site specific , effective plans to achieve compliance. In addition, to Phil good work product, he communicates well and can speak to complex issues in a very understandable manner.
