  HOA rules change without notice and good luck getting answers. I purchased in Kings Crossing Neighborhood in WV which is under the West Division of DRB. I choose this location specifically because of the lot size, paying a premium for the extra space and the privacy it was supposed to afford. What I didn’t know is that DRB’s HOA management reserves the right to quietly amend bylaws after you’ve already closed on your home. With no vote, no notice, and no explanation. A fencing restriction was added to Section 11.19 in July 2025 limiting fences to within 10 feet of the side of the home. Homeowners were not informed. I only discovered this when I tried to address a legitimate privacy and liability concern on my property line. When I raised the issue, I got silence and deflection rather than any meaningful engagement. The enforcement is selective, the communication is nonexistent, and the process for seeking exceptions feels deliberately designed to wear you down. For what you pay in HOA fees and what you pay for the homes here you deserve transparency and management that actually responds to homeowners. Do your homework before buying from DRB. Make sure you get everything in writing before you close.

  We recently settled on a townhouse at Homestead Acres in Hanover, PA. We started the homebuying process back in January 2022 and came across the model home at Homestead Acres. That is where we first met Greta. We had never purchased a brand new home before and it can be an overwhelming process. Greta assisted and guided us the entire way as we planned our dream home. Greta was so patient and answered every question and responded to every single phone call and text message and believe me there were many. She kept us informed of all updates/progress during the entire building process. She always made us feel that we were her most important clients. I would highly recommend Greta to anyone looking to purchase a brand new home.
