When they don't tell you the policy or that there even is a deposit in advance, then charge you $27 for a pallet, that's one thing. When you bring it back and they only give you $15 back, that's another. That's not what any normal person would call a deposit, it's a $12 fee and $15 deposit and they should roll the $12 into their product price or at least be clear about their bogus policy. Instead, they lost a client for good today over $12.
