  Unpermitted solicitation that escalated into harassment A representative claiming to work for Quality Home Improvement came to our Santa Clara home engaging in door-to-door solicitation without the required City permit or visible identification as mandated by the City of Santa Clara Municipal Code. When we declined the individual became forceful and confrontational, including raising their voice and demanding we answer his questions. For the record-he is not a judge- therefore we DO NOT HAVE TO ANSWER HIM. After we clearly told the person to leave, the interaction further escalated: the representative began taking photographs of our home, our vehicle, and what appeared to be our license plate. Even if some of those photographs were taken off the property, continuing to photograph a residence and vehicles immediately following a hostile encounter constitutes harassment and intimidation — something no homeowner should ever have to endure in order to end a sales pitch. No homeowner should have to feel threatened enough to state they’re calling the police in order to stop a solicitor. For clarity and fairness, the entire interaction is recorded on Ring cameras. We are choosing not to post the videos publicly, out of more respect for the company than their representative showed us, but the footage clearly documents the conduct described. Relevant Santa Clara Solicitation Laws and Ordinances 📌 Permit Required Before Soliciting Under Santa Clara Municipal Code Chapter 5.05, it is unlawful for any person to engage in solicitation or peddling within the City without a permit issued by the Chief of Police. This permit includes a photo ID card that must be carried and presented on demand while soliciting. 📌 Solicitor Must Leave When Asked Santa Clara’s residential solicitation rules explicitly state: If a homeowner posts a “No Soliciting” sign, a solicitor must desist and immediately depart without further attempt to contact. Any solicitor who is asked by an occupant to leave must immediately and peacefully depart. 📌 Respecting Privacy and Safety Is a Core Purpose The City’s residential solicitation chapter is adopted to respect citizens’ privacy, protect persons and property from criminal conduct, and balance solicitation rights with public safety. Why This Matters This was not a polite doorstep introduction — it was an unpermitted solicitation that became confrontational and continued with behavior (taking photos after being rejected) that feels threatening and harassing. Legitimate door-to-door outreach should always include: 1. Proper City permit and visible ID 2. Immediate respect for a homeowner’s refusal 3. Prompt and peaceful departure when asked 4. No intimidation, yelling, or retaliatory behavior such as taking pictures of private residences and vehicles after being told to leave Quality Home Improvement should review its training, compliance with Santa Clara law, and overall customer outreach policy. Until those internal changes are made, neighbors should be aware and cautious. Ignorance of City Ordinances is absolutely no excuse for ANY of the outlined interaction, or to not follow local laws and regulations. UPDATE 🚨🔔The responder, did not in fact respond to the emails or phone calls. Clearly, they do not care.
