Not sure but seems pretty accessible to me…. Not even notification that they tried to deliver anything while I see usps vehicle speeding down the street.

There latest "tricks" include: a utility bill sent from Philadelphia ( approx an hours drive) that took 21 days.~ 3 "pay by Mail" tolls that have not been delivered in 4 months ~ i could go on & on!
