Twice in the last 4 months mailed something to a P.O. Box in fort bragg. Returned even though the box number was correct. What is going on out there?

The current mailman is too lazy to knock on my door for packages requiring signatures. He instead leaves yellow notices lying about failed delivery "attempts" asking 'what to do'. Filling these out is futile. Though I do anyways, and instruct the 'person' to redeliver the package with the added instruction to "knock on the door" (stating the obvious, again futile). Knocking on the door is not a given here.
Instead the mailman waits a few days without attempting to deliver and then gives a final notice. The problem is not limited to just one lazy dishonest employee, because has occurred at multiple addresses in the Fort Bragg area with various delivery persons on a habitual, and predictable, basis. They need to be more selective about who they hire and perhaps look into whether certain employees have a higher rate of failed delivery attempts than others as this would be a good indication to look further into whether their 'failed' attempts are really 'failed' attempts as opposed to non-attempts.
