When getting notice it the individual that has a certified letter must be there in person to sign, makes it pretty difficult for people that work. It's not like his job is going to let him go so he can go sign. It's a 30-minute drive to the post office and then 30 minutes back. So much for a lunch hour that usually isn't even given because somebody brings their car in late
