Because their math skills are below average. They have to think about chain. There's nothing to think about. It's simple. Addition and subtraction, you add or you subtract, if you don't know how to do that simple basic thing, this location needs to be closed down.There's no reason why a customer can't get their exact change back. Beyond horrible experience, I will never ship anything through u. P, s, because that name over the years has proven to be crap.
