When I asked the employee about it, he said it was for sending it to them via email. When I pushed back and said that's what he told me to do, I wasn't given another option, he said "that's just what we charge." This should have been disclosed prior with another option given. Unhelpful employee, shady business tactic, and ridiculous fee.
