To the Postmaster General, Oklahoma District Manager, and Oversight Authorities: This is a formal complaint regarding a direct violation of Section 504 of the Rehabilitation Act. My household consists of my father, James Dale Morris Sr. (79, amputee, and legally blind), and myself, James Dale Morris Jr. (legally blind with chronic arthritic joint pain). We are being subjected to a willful, discriminatory denial of service by the Cushing, Oklahoma Post Office (74023). I. False Pretext of Inaccessibility The local Postmaster has suspended our mandated Hardship Door Delivery, claiming road construction makes our street inaccessible. This is a false pretext. On April 1, 2026, private carriers, including FedEx, successfully utilized the street to deliver directly to our door. Furthermore, the alleyway behind our residence is completely open, providing a secondary accessible path. The USPS’s refusal to utilize these clear routes is a willful denial of federal accommodation. II. Documented Material Harm The intentional withholding of our mail has caused severe, quantifiable harm to our health and legal standing: Medical & Accessibility Endangerment: I recently received a notice for a critical Visual Field Exam with Dr. Wolf (dated March 20th). Because this mail was withheld, I missed the appointment, delaying my medical care and Social Security determination. Additionally, specialized corrective glasses sent by my Uncle Larry for my father were delayed for weeks, depriving a blind senior of essential aid. Financial and Legal Jeopardy: I received legal correspondence from the Payne County Clerk regarding payment arrangements that were already past due upon delivery. Delays in receiving billing from the City of Cushing and Summit Utilities resulted in an actual disruption of gas service. Emotional Distress: Time-sensitive cards from my grandmother, intended to support my father during his medical recovery, were withheld for over two weeks. III. Unprofessional Conduct and Coerced Settlement On April 1st, I visited the Cushing office to seek a resolution. Staff were dismissive and antagonistic, insisting they "can't deliver" despite the evidence of FedEx access. After being denied a key for the third or fourth time I've been up there, I was forced to accept a PO Box combination code just to have away to access our our mail moving forward. IV. Formal Demand for Action I demand the immediate restoration of door delivery via the accessible street or alleyway. I am also sharing this information with my neighbors on Walnut Street, as they should not be deprived of service under these false pretenses. I am requesting a formal investigation into the Cushing Postmaster’s conduct and an immediate review by the DOJ Civil Rights Division. Sincerely, James Dale Morris Jr. 1123 E Walnut St, Cushing, OK 74023 (On behalf of the residents of Walnut Street)

The service at the post office is great but the drivers don’t know what they are doing. I got a Chromebook in the mail that wasn’t mine and had to go take it to the correct address that was almost on the other side of town and now I have a package that was supposed to be signed for and instead of knocking on my door to have me sign it they just went to the next stop now I have to wait an extra 2 days for my package this is just plain laziness and unacceptable.

Never delivers my mail on Fairlawn. The postal carrier has issues ... she refuses to deliver mail to a mailbox to a property.
