At what point do they start doing the job they are being paid for?

I cleared a small foot path from street to mailbox after a day or two.

I sent a package a few weeks ago, it took 6 days for the tracking to update, always just said in possesion at Massillon. Finally arrived in Chicago, which is 6 hours away and it cost me $93 to send. Its been in Chicago for 2 weeks now, hasnt moved. This is criminal at this point.
