If you have an issue with delivery :
A) Use USPS Informed Delivery to initiate a complaint. This formally begins the archived process when you have a delivery/carrier problem. The complaint is processed then formally given to the local postmaster/supervisor who must contact you to resolve the issue. They don't answer the local phone anymore; that's USPS policy nowadays. There is even a "crammed in mailbox" listing for poor delivery.
B) Lookup the USPS Consumer Affairs representative for your region. You can call or fax (yeah facsimile) in your complaint on issues at the local post office. This includes if the issue was not resolved by following "A" above. You will be given an incident number. Using online free fax services creates a paper trail and tell them to email you to further create the paper trail (it's what we do).
C) The USPS OIG (Inspector General)
If neither of the above resolve your issue the USPS OIG is the top investigatory office of the USPS. They are mostly involved with fraud, waste and abuse but also investigate misconduct of USPS management. They don't deal with complaints. They are an independent office not directly under the postmaster general.
A and B should solve the problem. The OIG rarely looks into lower level operations unless it rises to criminal activity.
Make sure you have created a USPS Informed Delivery account to protect your mailing address (and mail). It prevents someone from filing fake address changes etc. It is also your first front-line access for lost mail, poor service and employee misconduct.
We've filed numerous reports to the USPS Consumer Affairs representative with adequate outcomes although you must focus on them responsibly responding (mention the USPS OIG if they don't).
Carrier issues are usually resolved by the local USPS Postal Service, however, use USPS Consumer Affairs if not satisfied. These are federal employees and governed by extensive rules and regulations that they must follow.
Finally, take time to post positive reviews when you get good service. The USPS has drastically changed over the past decade. They don't offer the same pay and benefits that carriers and others received just 20 years ago.

I often don’t get mail on Mondays although mail inform says I’ve got mail coming that day. I was supposed to get my water bill on Monday and haven’t received it!
