I believe that my water bill went to someone else and now I just paid the late fee. And when tracking numbers show a package delivered at a certain time, and I have cameras recording the truck going by with a several hours' discrepancy, we have to wonder what is going on. But, hey... It is funded by the US government. They can't go out of business, so why bother doing a good job?
