They clearly don't wish to be bothered, and would rather come up with excuses to not let you mail your package, or just not answer when you go to the window. I've waited there for 20 minutes while one of there friends stopped by to chat with them, only to be told they are now going on their break. Also, don't ever walk up to the windows, even if there is no cars. They will refuse you business, and tell you to drive up.
