Mail carrier will not deliver mail if a vehicle is near or by mail box. Mail carrier driver drives Vehicle on top of lawn to get close to mail box when customers vehicles are parked In front of mailbox. Mail carrier has an animal running behind/side of her and making stops in middle of the road where passing vehicles have to stop and wait to get through.
