Simply because she decided to not do her actual job rather than admit her own ignorance or stupidly. How can someone standing at an actual post office counter say, " you need to go to a post office" to get credit on an electric key. The stupidly was out standing. Fortunately there are other post offices, with actual humans prepared to do what they are paid to do.
