Only those marked with the word "Forever" are. While most new U.S. First-Class stamps are Forever stamps, older stamps or those with a specific monetary value printed on them are not.

You think you got away with it but it will come back on you and you will pay for it one day. You just aren’t smart enough to know that yet but you will

She stated there was nothing she could do since there was no slip. Today it showed up opened with the gift card removed and a sticker on it saying it couldn’t be forwarded which it shouldn’t have been since her right address was on the envelope. Horrible customer service. The postmaster needs to removed and fired. Someone at the post is stealing stuff out of cards.
